How do layers work?

I generated a set of tiles with a layer for each type, but the resulting display only seemed to show one layer. I fooled around with the Google Maps API trying to get the layer selector to show up, but I couldn't figure anything out. Is there any trick to layers? Should they be done in a specific order?

My goal would be to be able to toggle on and off resources and items, I think. I think everything else would always be shown, hopefully?

Layers was just a concept I was toying with for generating layers with specific objects on them like pots/chest on their own. Currently it doesn't really have an logical breakdown so it's not terribly useful.

This requires some categorization of the tiles types now that I better understand how the tiles are structured.
